刚果（金）作为全球钴产量占比超70%的主产国，近期针对钴出口推出新规。该国矿业部与财政部于11月26日联合发布通告，要求出口商在提交原产地与销售申报文件后的48小时内，为分配配额预缴10%的矿业税，并需在清关前取得“放行收据”。同时，出口商需完成强制性配额验证、联合抽样、批次称重与封存等程序，获取战略矿产市场监管管理局（ARECOMS）签发的配额验证证书（AVQ），且该证书须随附出口文件及多家机构证书清单，新规已立即生效。
