7月29日，日本经济产业省公布全国强制性碳排放交易体系（ETS）初步配额分配框架。自2026年4月1日起，日本ETS将步入强制阶段，核心机制是以各行业领先企业排放强度为基准分配配额。

日本碳排放交易体系核心分配原则含三部分。其一基准设定，各行业基准依据行业内排放效率领先企业平均排放强度确定，且设逐年递减目标推动持续减排。其二配额计算，初始年度企业配额是过去3年平均产量乘年度基准排放强度，难定基准的行业，按过去3年平均排放量乘预定减排比例得出。企业总配额为各行业部门配额之和，可能依特定因素调整。经预计，此基准分配制度将覆盖体系内超80%碳排放量。

依初步框架，首..制造业基准审查工作组计划在2024 – 2025财年聚焦这些行业，再开3次会议，每次审议约3个行业提案，目标于秋季后公布最终标准。
