华尔街投行高盛研究表明，美国企业至今承担了唐纳德·特朗普关税的大部分成本，不过，这一成本负担正日益向消费者转移。
分析师Jan Hatzius等人在报告中称，截至6月，外国出口商承担约14%的关税成本，未来该比例或升至25%。同时，美国国内企业目前承担了约64%的关税成本，但高盛预计未来其承担份额将降至不到10%。因为部分国内生产商虽受高关税冲击，不少企业却会借此提价以减少损失。
这部分成本必然转嫁到消费者身上。高盛报告指出，截至6月美国消费者消化了约22%的关税成本，若近期关税政策遵循以往征税模式，消费者承担份额将升至67%。
