据欧新社报道，欧委会有最新提案，拟议自2036年起，欧盟成员国可将部分气候行动外包给较贫困国家。欧委会负责气候行动的委员沃普克·胡克斯特拉曾公开建议，到2040年将欧盟温室气体净排放量在1990年ĕ00;平基础上减少90% ，并给予各国实现目标的灵活性，包括允许使用国际碳信用额等灵活措施。
