贸易部外贸司司长Tommy Andana解释，铜精矿HPE下跌源于全球铜精矿价格修正，该价格是4月第一周期铜精矿HPE的计算基准。数据采集期内，铜价下跌3.53%，金价下跌4.75%，银价下跌7.68%；金价HPE/HR下跌则因前期上涨后市场修正，叠加全球金融市场调整。
2026年第559号部长令的HPE/HR制定，参考能源与矿产资源部（ESDM）的技术意见及国际市场价格——铜价锚定伦敦金属交易所（LME），金价、银价锚定伦敦金银市场协会（LBMA），且经经济统筹部、贸易部、ESDM、财政部、工业部跨部门协调确定。
