中国神华产权所属准能集团黑岱沟露天煤矿与哈尔乌素露天煤矿改建项目初步设计近日通过鄂尔多斯市能源局审批。此前，两矿安全设施设计已于2025年10月24日获中国内蒙古自治区矿山安全监管局审批，至此两项指导安全生产的核心设计全部取得政府批复。
两矿自建矿以来历经多次扩能改造，近年来因行业规范与规程修订，开采工艺、安全设施、设备配套及水、电、暖、地面构筑物等方面发生较大变化，现场实际生产安全情况与原有设计存在明显差异。依据当时政策，初步设计仅需上级公司内部审批。
