南非国际贸易管理委员会（ITAC）建议将铁路进口的一般关税从5%提高到10%从价税。此前，ArcelorMittal南非公司（AMSA）的子公司ArcelorMittal铁路与结构公司（AMRAS）提交申请，请求关税支持至世界贸易组织约束税率，以提高其位于姆普马兰加省埃马兰赫莱尼的铁路生产设施的产能利用率，并加强国内钢铁价值链。
根据ITAC的报告，AMRAS于2022年收购并恢复了埃马兰赫莱尼设施，是南部非洲关税同盟地区唯一已知的干线铁路产品制造商，也是撒哈拉以南非洲唯一的此类产品生产商。其工厂目前拥有足够的装机容量满足国内需求，但由于生产成本上升、产能利用率低以及钢铁价值链面临的挑战，仍处于显著低水平运营。
