泰国商务部及外贸部应国内产业请求，宣布对源自14个国家的进口热轧钢板、卷板及非卷板发起反倾销税日落复审。本次复审涵盖自日本、南非、俄罗斯、哈萨克斯坦、印度、韩国、中国中国台湾地区、委内瑞拉、阿根廷、乌克兰、白俄罗斯、印度尼西亚、斯洛伐克及罗马尼亚进口的热轧钢板和卷板产品。
日落复审启动后，泰国商务部认定，若终止反倾销措施，倾销行为及对国内产业的损害可能持续或再度发生。因此，在复审期间，进口商须按现行反倾销税率缴纳保证金。外贸部将按现行税率继续征收反倾销税，期限不超过一年，或直至复审完成并作出最终裁定。
