过去二十余年，洛阳钼业与厦门钨业长期合作，前者提供尾矿资源，后者综合回收白钨矿，该模式因合资公司洛阳豫鹭停产终止。7月1日厦门钨业公告显示，控股子公司洛阳豫鹭因洛钼暂停供应尾矿已基本停产，其生产完全依赖洛钼栾川三道庄钼矿尾矿，上游供应中断导致生产链条断裂。
洛钼回应称暂停供应系“为确保生产运营合规”，指向国家钨矿合规管理收紧。近两年来，国家构建从开采、冶炼到出口的全链条监管框架，出口环节将钨相关物项纳入管制，上游实施年度开采总量控制及分批下达机制，严禁超采。
顶层制度方面，2025年7月施行的新矿产资源法及2026年6月实施的矿产资源法实施条例将钨列入国家级战略性矿产目录，实行规划管控、总量调控等保护措..
