据路透社2025年9月7日消息，美国总统特朗普签署行政令，对与美达成贸易协议的国家豁免部分产品进口关税，镍资源成重点，多种形态镍被纳入零关税清单，该政策9月8日凌晨12:01正式生效。
此次关税豁免超45类产品，除镍外，还有黄金、药品化合物、工业化学品等。新增农产品、飞机及零部件等豁免类别，取消部分塑料及多晶硅关税豁免。
政策背景是特朗普任前七个月大幅提高进口关税，此次行政令核心是让关税政策与现有框架协议承诺ĸ..对等关税”的“结盟伙伴”开放豁免。
