2025年10月28日，第十四届全国人民代表大会常务委员会第十八次会议审议通过《〈关于汞的水俣公约〉缔约方大会第五次会议第5/4号决定对〈关于汞的水俣公约〉附件A和附件B的修正》，简称《修正案》。为落实《修正案》，在已全面落实相关公告基础上，进一步强化添汞产品和用汞工艺管理，现公告相关事项。
自2025年12月31日起，禁止生产和进出口部分添汞产品，其一为含汞量低于2%的扣式锌氧化银电池与扣式锌空气电池；其二为化妆品，但以汞为防腐剂且无有效安全替代的眼部化妆品，及含痕量汞污染物的化妆品、肥皂和乳霜除外。
自2025年12月31日起，禁止进出口特定极高精确度电容和损耗测量电桥及用于监控仪器的高频射频开关和继电器，其每个电桥、开关或继电器最高含汞量为20毫克，用于研究和开发目的者除外。含汞开关和继电器生产按相关Ņ..
