刚果民主共和国已开始采集样本，为中国公司CMOC根据新配额制度的首批钴出口做准备，预计未来几天内进行，两位政府消息人士告诉路透社。刚果民主共和国占全球开采钴产量的70%以上，今年分析师估计全球产量约为28万吨。但长达数月的出口禁令已导致钴价大幅上涨，并挤压了电动汽车所需金属的供应。
新配额系统于10月16日启动，已分配第四季度配额18125吨，并将从2026年起将年度出口上限设定为96600吨。路透社本月报道，嘉能可将成为首批根据新配额出口钴的矿商，首批少量货物将用于测试该系统。CMOC和嘉能可这两家全球最大的钴生产企业获得了最大配额，其中CMOC第四季度配额为6650吨，嘉能可为3925吨。
