7月10日，总部位于比利时布鲁塞尔的国际回收局发布文件，呼吁以公平科学合理方法制定“绿钢”标准，准确衡量碳排放水平，让钢铁行业认识回收废钢对低碳转型的重要性。
国际回收局指出，当前“绿钢”认定方法存问题，“滑动比例”或“基准值”法，可能将高排放原生钢标为“绿色”，忽视用回收废钢和电弧炉工艺生产的低碳钢材，既不透明还可能误导激励措施与公共采购，偏离真正低碳工艺。
国际回收局主席苏茜·伯拉格称，与传统高炉工艺比，废钢和电弧炉工艺生产钢材碳排放可减74%。相关企业只求公平竞争环境，钢铁产品环境声明需真实数据，废钢回收在钢铁低碳转型中的作用应受重视。
