经审查核实，招标代理公司固原中弘德实业科技有限公司未通过设立登记所在地省级建筑市场监管一体化工作平台信息登记，且无具备专业能力的从业人员，不具备招标代理能力与资格。依据招标投标法规定，无资格代理组织的招标活动无效，基于此产生的中标公示结果不具备法律效力。
