欧洲议会近日正式表决通过欧盟全新汽车循环法规，新规覆盖车辆从设计到报废处置的全生命周期。该法案最终文本由欧洲议会与欧盟理事会于2025年末达成，以437票赞成、112票反对、20票弃权获得通过。
新规明确，所有新车在设计阶段需实现大量零部件的易于拆卸与回收。针对车型塑料用料，欧盟设置硬性回收料占比指标：法案生效6年内，再生塑料占比最低达15%，生效10年内提升至25%。其中至少20%的再生塑料须来源于报废汽车及旧零部件回收物料，即行业所称的“闭环循环”。欧盟委员会将结合可行性研究，后续针对再生钢材、铝、镁、关键矿产等其他材料出台对应回收使用目标。
