深海稀有矿产公司（DSRM）作为自主水下航行器运营商深海视觉的母公司，已向美国国家海洋和大气管理局（NOAA）申请海底矿产勘探许可证。此举使DSRM成为自美国总统唐纳德·特朗普4月发布促进深海采矿业的行政命令后，第二家公开宣布此类申请的公司，仅次于金属公司（纳斯达克代码：TMC）。

此次申请与DSRM赞助2025年水下矿产会议时间相符，该会议于11月9日至14日在檀香山举行。NOAA负责监管合格美国实体在国际水域的矿产勘探与开采，近期承诺加快审查流程，称将 “提供必要资源用于许可证审查，确保审查无不当延误” 。
